A white paper costs about $960 to $5,000 for the writing alone in 2026 when you hire a freelancer for 3,000 to 5,000 words at Editorial Freelancers Association (EFA) rates, and an original research version adds roughly $950 to $2,900 for 1,000 survey responses through Pollfish, SurveyMonkey Audience or Prolific. Writing it in house costs staff time: the Bureau of Labor Statistics puts the median technical writer at $43.46 an hour as of May 2025.
Design, editing and analysis sit on top of those numbers, and they are where most quotes grow. White papers are still a mainstream B2B format. In the Content Marketing Institute and MarketingProfs survey of 980 B2B marketers fielded in mid 2024, 51% used e-books or white papers and 45% of those rated them among their most effective formats. Research reports were used by only 36%, yet rated just as effective, at 45%.
How much does a white paper cost in 2026 by option?
Expect about $3,100 to $6,300 in loaded staff time in house, $960 to $5,000 plus design with a freelancer, an unpublished line-item quote from an agency, and about $3,600 to $11,300 for a survey-based research report. Skipping it costs nothing up front.
Freelance figures come from the EFA 2026 Rate Chart, built from more than 1,100 member responses on 2025 work. Staff figures use Bureau of Labor Statistics medians for May 2025, grossed up because BLS employer cost data for June 2026 shows wages are 70.0% of private industry compensation. Hours are our planning assumptions, not a published benchmark.
| Option | What you pay for | Cost range in 2026 | Main limitation | Best for |
|---|---|---|---|---|
| In-house writer and designer | 40 to 80 writer hours plus 15 to 30 design hours | About $3,100 to $6,300 in loaded labor (BLS medians) | Pulls staff off other work for weeks | Teams with a technical writer who already knows the product |
| Freelance writer | 3,000 to 5,000 words at EFA per-word medians | $960 to $5,000 for writing; design and editing extra | You manage the brief, interviews and design yourself | Most companies buying one or two papers a year |
| Agency | Writing, editing, design and project management in one fee | No published standard price; get a line-item quote | Markup on each part, and you pay for coordination | Teams with no writer, no designer and a hard deadline |
| Original research report | Panel responses, analysis, writing and design | About $3,600 to $11,300 built from published rates; Pollfish full service starts at $5,000 per market before writing | Weak questions or a thin sample waste the whole budget | Companies that want press coverage and data others will quote |
| Skip it | Repurpose a webinar, a sales deck or customer interviews | $0 in new spend | Nothing new to promote or gate | Teams with no promotion plan or no new idea |

What does it cost to write a white paper in house or with a freelancer?
A freelancer charges $960 to $5,000 for a 3,000 to 5,000 word paper at EFA medians, while an in-house technical writer costs about $62 an hour once benefits are counted. The EFA chart, BLS wage data and your own team’s calendar decide which is cheaper.
1. In-house writer and designer
The Bureau of Labor Statistics reports a median of $90,390 a year, or $43.46 an hour, for technical writers in May 2025, across 46,400 jobs. Writers and authors earn a median of $36.98 an hour, and graphic designers $30.27. BLS Employer Costs for Employee Compensation data for June 2026 shows wages are 70.0% of private industry employer costs, so a loaded technical writer hour runs about $62.09 and a loaded designer hour about $43.24.
At 40 to 80 writing hours and 15 to 30 design hours, which is our assumption for a 3,000 to 5,000 word paper with interviews and revisions, the labor comes to about $3,100 to $6,300. Software is small: Canva lists Pro at $144 a year for one person, and Adobe lists InDesign at $22.99 a month on an annual plan billed monthly. The hidden cost is the work that staff does not do while the paper is in progress.
2. Freelance writer
The EFA 2026 Rate Chart lists work-for-hire business and marketing writing at 32 to 87.5 cents a word, or $65 to $75 an hour. Technical work-for-hire writing lists $1.00 a word and $60 to $98.56 an hour. Ghostwritten business and marketing work, where the paper runs under an executive’s name, lists 50 cents to $1.00 a word and $87.50 to $125 an hour.
For a 3,000 word paper, that is $960 to $2,625 at business rates. For 5,000 words, it is $1,600 to $4,375, or $5,000 at the technical rate. Editing is separate: the EFA names white papers under “other editing” at $75 to $135 an hour. Freelance designers are not covered by the EFA chart, and we found no neutral published survey of their white paper rates, so get a fixed quote. For per-word rates across other formats, see our guide to what a freelance copywriter costs.
What does an agency charge for a white paper?
Agencies rarely publish a white paper price, so no primary source gives a standard number. Expect a quote that bundles EFA-level writing, editing at $75 to $135 an hour, design and project management, often with research interviews and a landing page added.
3. Agency
An agency fee buys coordination. One team runs the interviews, writes the draft, edits it, designs the layout in Adobe InDesign or a similar tool, and delivers a PDF plus promotional assets. That saves your team hours, but each part carries the agency’s margin.
Ask for the quote in line items:
- Writing: compare the per-word or hourly figure against the EFA ranges above.
- Editing: compare against $75 to $135 an hour.
- Design: compare against a loaded staff designer at about $43 an hour, or a freelance quote.
- Research: ask how many interviews or survey responses are included, and from which panel.
- Revisions: ask how many rounds are included before extra hours apply.
If a quote cannot be broken into parts, you cannot compare it with a freelancer or your own team. CMI’s Outlook for 2025 survey found 24% of B2B marketers have no dedicated content team, and of those, only 7% use an outside content agency.
How much does an original research report cost?
A survey-based research report costs about $3,600 to $11,300 when you buy 1,000 panel responses yourself, analyze them in house and hire a freelance writer. Pollfish starts at $0.95 a response, SurveyMonkey Audience at $1 a response, and Prolific charges a participant reward plus a platform fee.
4. Original research report
Panel prices are published, which makes this the most predictable part of the budget:
- Pollfish lists DIY surveys starting at $0.95 a response, with add-ons per response: one screening question adds $0.50, six add $5.75, and each audience quota adds $0.55. Full-service projects start at $5,000 per market, and enterprise packages at $10,000 a year in commitment.
- SurveyMonkey Audience lists feedback starting at $1 a response from a panel it says covers more than 335 million people in over 130 countries.
- Prolific says it recommends paying participants at least $12 an hour, with a minimum of $8, and charges corporate customers a platform fee of usually 42.8%. A 10 minute survey at $12 an hour is $2.00 a response plus $0.86 in fees, or $2,856 for 1,000 responses.
So 1,000 responses cost $950 to $2,856 before screening. Analysis adds staff time: BLS puts market research analysts at a median of $37.87 an hour, about $54.10 loaded, so 20 to 40 hours is $1,082 to $2,164. Add $960 to $5,000 for writing and $649 to $1,297 for design, and the total lands near $3,600 to $11,300.
Two limits matter. Targeting by job title or industry raises per-response prices, and none of the three panels publishes a flat B2B rate. And a survey is only as useful as its questions, which is why a study with a clear sample and method gets reused. Our guide on original research as a content type covers how to design one.
When should you skip the white paper?
Skip it when you have no new idea, no promotion plan or no buyer who reads long PDFs. In those cases the cheaper move is to publish the findings as plain web pages, pitch the data to reporters, or spend the budget on customer interviews instead.
5. Skip it
Specific signs a white paper will not pay back:
- You have nothing new. A paper that restates what Gartner, Forrester or your competitors already published gives no one a reason to download it.
- Nobody will promote it. CMI’s 2026 trends report, from 1,015 B2B marketers surveyed in mid 2025, found 80% measure thought leadership by engagement such as views and downloads. A paper with no email list, no LinkedIn plan and no pitch gets few of either.
- It will live only in a gated PDF. Findings locked behind a form are harder for reporters and buyers to quote. Our post on whether PDFs rank in AI search explains how engines handle them.
- The buyer wants proof, not theory. A short customer story or a pricing page may answer the real question faster.
Which white paper option is most likely to earn press coverage?
The original research report is the only option on this list with a built-in news hook, because reporters can quote a number no one else has. A white paper built on opinion rarely gets picked up, while a survey with a stated sample, method and dates gives journalists something to cite.
CMI’s 2026 report found 96% of B2B marketers say their organization creates thought leadership, and 38% judge it by brand authority, which CMI defines to include speaking and media opportunities and publication citations. That gap is the opening. Most programs produce content, and fewer turn it into coverage.
A practical sequence for a research-based paper:
- Pick one question your buyers ask that has no public answer.
- Run it through Pollfish, SurveyMonkey Audience or Prolific with a sample you can state in one sentence.
- Publish the headline findings as an open web page, with the full paper as a download.
- Pitch two or three findings to trade and business reporters within a week of release.
Turning data into earned coverage is the work Subscribe PR does through its press placement program. We have not tested whether a survey of 500 earns as much coverage as one of 1,000, so treat sample size as a judgment call based on how narrow your audience is.
FAQ
How much should a white paper cost?
A freelance-written white paper of 3,000 to 5,000 words should cost about $960 to $5,000 for the writing, based on the Editorial Freelancers Association 2026 Rate Chart. Design and editing are extra, with EFA editing for white papers at $75 to $135 an hour. Add roughly $950 to $2,900 for 1,000 survey responses if you want original data. Agencies do not publish standard prices, so ask for a line-item quote.
How long should a white paper be?
No standards body sets a white paper length. Our planning range is 3,000 to 5,000 words, or about 12 to 20 pages at the EFA’s 250 words a page, before charts and layout. Length should follow the argument, not the price. A tight 2,500 word paper with one strong finding is better than 6,000 words of background, and it costs less at per-word rates.
How long does it take to write a white paper?
Plan on several weeks of calendar time even when the writing hours are modest. Our planning assumption is 40 to 80 writer hours for a 3,000 to 5,000 word paper, including interviews, drafts and revisions, plus 15 to 30 design hours. A research report adds survey fielding through a panel such as Pollfish or Prolific and 20 to 40 hours of analysis before writing starts.
What do freelance white paper writers charge per word?
The EFA 2026 Rate Chart lists business and marketing work-for-hire writing at 32 to 87.5 cents a word, technical writing at $1.00 a word, and ghostwritten business work at 50 cents to $1.00 a word. Hourly medians run $60 to $125 depending on the category. The chart is built from more than 1,100 EFA members reporting their 2025 rates.
Is a white paper worth the cost?
It is worth it when you have a new idea or new data and a plan to promote it. The Content Marketing Institute’s survey of 980 B2B marketers found 45% of white paper users rated the format among their most effective, the same share as research reports. Without a distribution plan, though, even a well written paper earns few downloads, so budget for promotion before you budget for design.
Is a research report more expensive than a white paper?
Usually yes, by the cost of the data. A survey-based report built from published rates runs about $3,600 to $11,300, against $960 to $5,000 for the writing of a standard paper. Panel responses cost $0.95 to $2.86 each across Pollfish, SurveyMonkey Audience and Prolific, and analysis adds analyst hours. The payoff is a finding reporters and buyers can quote.
The short answer
Price the parts, not the package. The writing is the predictable piece, at $960 to $5,000 by EFA rates, and the data is the next most predictable, at under $3,000 for 1,000 panel responses. The open questions are design, editing and the hours you spend managing it. If the paper has no new idea behind it, the cheapest option is to skip it. If it does, add a survey, publish the findings openly and give reporters a number to cite.
